How to Dumb Down The Canadian Amateur Radio License

The shit has finally hit the fan and I for one am disgusted.

If you do not read it you will regret it as it proposes
changes which can and will effect your Status as a respected Canadian
Amateur.
It goes without saying that RAC's performance has disappointed me in many ways for a very long time.
The Straw that finally broke the Camel's back is this
so called "study" to reduce the
Canadian Amateur Radio License into a glorified CB
License.
Not just a 4 watt CB license but a 100 watt CB license.
Through a clever and craftily worded survey RAC has
finally produced a Report
on how it intends to pursue this travesty to the structure
of Ham Radio Licensing in Canada.
I am not going to give a blow by blow word by word critique of the results of this survey.
Read it. It speaks for itself. You will quickly understand why it is important to defeat this "study" , dead in it's tracks.
If you want to know why it will hobble you
Why it will ruin your reputation as an
Amateur you will have to read the results of the Survey.
This will take a little effort on your part but no
pain equals no gain.
Once you start reading it and seeing the percentage
style Bar Graph answers it will not take long before you see the tricks
RAC has woven into the loaded
questions it used to create this so called survey.
I will summarize it by saying that the recommendations made in the report call for a License based on over simplified course of study and testing.
They want to give away Amateur Licenses to people who will only have to make the LEAST, the absolute MINIMUM of effort to acquire a License.
RAC proposes that an Amateur Radio License be granted to people who will only have to study for 12 HOURS
Then it goes on to recommend that all other Amateurs (THE REST OF US) act as Monitor Stations for these new Class of Licensees.
We are supposed to Mentor them and see that they obey all the rules and regulations.
SO AFTER RAC COLLECTS IT'S FEES.
SELLS THEM STUDY GUIDES ETC.
RAC THEN RELIEVES ITSELF OF ANY FURTHER RESPONSIBILITY AND HANDS THAT PART TO US!
NICE LITTLE DEAL EH? GET ALL THESE 12 HOUR WONDERS INTO HAM RADIO AND THEN GET US TO POLICE THEIR ACTIVITY.
HELL WE CANNOT EVEN POLICE OUR OWN CURRENT ACTIVITIES LET ALONE
POLICING ALL THESE PROPOSED 'NEWBEES' WITH THEIR 100 WATT RADIOS SPLATTERING THEIR WAY
UP AND DOWN THE BANDS
How are we supposed to teach someone anything about radio or electronics when they do not have any of the required knowledge or skills to begin with.
How did it suddenly become my job and yours to be teachers and Mentors to people who will be told that
IN EXCHANGE FOR NO WORK - NO STUDY - NO EFFORT THEY WILL BECOME AMATEURS
THEN THEY WILL ASK ME AND YOU TO BABY SIT THEM.
WHAT SUCCESS HAVE YOU HAD RECENTLY TELLING ANY ANOTHER AMATEUR
WHAT - WHEN - HOW OR WHY THEY WERE SUPPOSED TO DO TO SOMETHING IN A CERTAIN WAY?
What makes you think these NO STUDY CB'ers will be motivated to listen to any of us?
How about you "NO STUDY WANNABEES" actually learn about Amateur Radio first.
Do not suggest to me that you will learn after you are given a "no effort - no study required" license.
In the meantime they will enjoy most of if not all of the same privileges I have while infringing on my Hobby without suitable qualifications.
If any or all of this proposal
makes it's way through Industry Canada to a final approval
as Amateurs we will all become
by default less than we were before it happened".
I have a few simple questions for RAC or for anyone else who may care about this proposals outcome.
1. If RAC cannot find people to volunteer to stand
for their Elected Office positions throughout Canada how
will they find all the MONITOR Stations
they will require to "police" this new "half breed"
of "dumbed down" licensees.
2. What are the qualifications a MONITOR STATION will require to do this work?
3. Who will "monitor" the monitors?
4. Who will collect the Monitor Station reports and evaluate them?
5. Who will give a passing Grade to these new licensees.
6. Who will certify a Licensee as a FAILURE and require him/her to be re-tested.
7. Who will do the initial test or a reset?
THIS IS GIVING ME AN ADMINISTRATION MIGRAINE JUST THINKING ABOUT IT LET ALONE ACTUALLY DOING IT!
RAC IS ALREADY THE MOST DYSFUNCTIONAL ORGANIZATION IN THE CANADIAN AMATEUR RADIO COMMUNITY
HOW WILL RAC GET ITSELF ORGANIZED FOR THIS TASK?
THE SIMPLE ANSWER IS: IT WONT!
IT CANNOT GET ORGANIZED ENOUGH TO DO ANYTHING BUT SPEND
YOUR DUES MONEY ON IT'S INNER CIRCLE OF "GOOD OLE BOYS"
SO HOW WILL ADDING TO THEIR WORK LOAD BE A SUCCESS?
IT WONT!
RAC's PROPOSAL FOR A FOUNDATION LICENSE IS A TRAVESTY
RAC cannot currently find any volunteers to fill their numerous vacant positions on the Executive and Field Staff.
How will they find persons willing to undertake these new MONITOR responsibilities.
Maybe they will pay them with your money.
This entire Foundation License proposal is an insult to our intelligence and a clear signal that RAC is devoid of any intelligence.
It lowers the Standards across the board for all existing Amateurs.
There is no way you will ever get me to call these Cracker Jack prize licensees Amateurs.
I'll call them CB'ers but not Hams
It will wash away any pride you may have held in the hard work and study that was required for you to become a Radio Amateur.
This Report and the initiative it proposes to undertake should be sent out to the side of the curb along with the rest of the Trash.
RAC proves again and again that it is uniquely capable of producing trash in large quantities
This is one load of crap that I do not want dumped on my Amateur Radio doorstep by RAC's self serving Executive Board.
You men at RAC should be ashamed
to have authored this garbage idea and then attempt to pass it
on to us as "our new job"
with your under the table tactics.
I do not work for RAC now and I will never do work for RAC !
