They will infringe on our Hobby with no more qualifications than those possessed by MOST CB'ers.

If you do not read it you will regret it as it proposes changes which can and will  effect your Status as a respected Canadian Amateur.
It goes without saying that RAC has disgusted me on many fronts and in many ways for a very long time.

The Straw that broke the Camel's back is this "study" to reduce the
Canadian Amateur Radio License into a glorified CB License.

Not just a 4 watt CB license but a 100 watt CB license.
Through a clever and craftily worded survey RAC has finally produced a Report
on how it intends to pursue this travesty to the structure of Ham Radio Licensing in Canada.

Its express purpose (pun intended) is to produce No Study 12 HOUR WONDERS who will enjoy all of the same privileges that you and I have.
They will infringe on our  Hobby with no more qualifications than those possessed by a CB'ers.

I  am not inclined to give you a blow by blow word by word critique of the results of this survey.

Read it.
It speaks for itself.
If you want to know why it will hobble you and ruin your
reputation as an  Amateur you will have to read the results of the Survey.

This will take a little effort on your part but no pain equals no gain.
Once you start reading it and seeing the percentage style Bar Graph answers it will
not take long before you see the tricks RAC has woven into the loaded
questions it used to create this so called survey.

I will summarize it by saying that the recommendations made in
the report call for a License based on over simplified course of study and testing.

They want to give away Amateur Licenses to people who will only have to make the most  MINIMUM of effort to acquire them.

It calls upon other Amateurs (THE REST OF US) to act as Monitor Stations of   these new Class of Licensees.
We are supposed to Mentor them and see that they obey all the rules and regulations.

How are we supposed to teach someone anything about radio or electronics over Ham radio when they do not have any of the motivation, knowledge or skills to begin with.

Will we as Canadian Amateurs be issued with a Course Syllabus and Instructors Manual by RAC or Industry Canada?
Will we have a set of Guidelines so that we may address the course material in a timely and orderly fashion.
How did it suddenly become my job and yours to be teachers and Mentors to people who were told that:

WITH NO WORK - NO STUDY - NO EFFORT - you are now a Radio Amateur go out and buy your 100 watt Ham Radio today.

What makes you think they will be motivated?

How about you "no Study wannabees" learn in accordance with something that closely resembles the current Basic License Study course.

Then you get an Amateur Radio License.

Do not  suggest to me that you will learn after you get one of RAC's Cracker Jack prize GIVEAWAY LICENSEE.

In the meantime these no study 12 HOUR WONDERS will enjoy all of the same privileges
that you and I have and they will infringe on our  Hobby with no more qualifications than those possessed by a CB'ers.
There is a proposed time period for this Class of  License to be Valid before it must  be upgraded or it will expire.

If any or all of these proposals make it through Industry  Canada to a final approval we will all become by "default"  less than we were as Amateurs PRIOR TO THAT.

I have a few simple questions for RAC or for anyone else.

1. If RAC cannot find people to stand for Elected Office throughout Canada how  will they find all the MONITOR Stations they will require to  "police" this  new   "half breed"  of "dumbed down" licensees.

2.  What are the qualifications MONITOR STATION will require to do
this work?

3. Who will "monitor" the monitors?

4.  Who will collect the Monitor Station reports and evaluate them?

5.   Who will give a passing Grade to these new licensees.

6. Who will certify a Licensee as a FAILURE and require him/her to be re-tested.

7. Who will do the initial test or a reset?

IT IS GIVING ME AN ADMINISTRATION MIGRAINE THINKING ABOUT IT!
RAC IS ALREADY THE MOST DYSFUNCTIONAL ORGANIZATION IN CANADIAN
AMATEUR RADIO CIRCLES

HOW WILL RAC GET ITSELF ORGANIZED FOR THIS TASK?
SIMPLE ANSWER IS:
IT WONT!

IT CANNOT GET ORGANIZED ON ANYTHING ELSE SO HOW WILL
ADDING TO THE WORK LOAD BE A SUCCESS.
IT WONT!

RAC's  PROPOSAL FOR A  FOUNDATION LICENSE IS A TRAVESTY

RAC cannot currently find volunteers for their own needs to fill numerous vacant positions

How will they find persons willing to undertake these new MONITOR responsibilities.
Maybe they will pay them with your money.

This entire Foundation License proposal is an insult to our intelligence.

It lowers the Standards across the board for all existing Amateurs.

There is no way you will ever get me to call these Cracker Jack prize winners Amateurs

I'll call them CB'ers but not Hams

It will wash away any pride you may  have had in the  hard work and study
that was required of  you to become a Radio Amateur.

This Report and the initiative it proposes to undertake  should be sent out to the side of the curb along with the rest of the Trash.

RAC is uniquely capable of producing trash in copious quantities
This is one load of crap that I do not want dumped on my Amateur Radio doorstep by  RAC's self serving Executive Board.

You men at RAC should be ashamed to have authored this garbage idea.

Now you are attempting to pass it on to us as "our new job" with your under the table tactics.

I do not work for RAC now!
I will never do work for RAC !

Kill this FOUNDATION LICENSE proposal!
